An embassy counsellor is a person who heads one section of an embassy — economic affairs, defence, or political affairs among them — and advises the ambassador on everything that falls within it.

About embassy counsellor

What a counsellor in an embassy does divides between analysis and representation. On the analytical side, the counsellor monitors developments in the host country, reads what is happening in that country's politics and economy against the interests of their own, and analyses foreign policy so that advice given to the ambassador rests on evidence. On the representational side, the counsellor represents their country's interests in dealings with the host government and other missions, answers enquiries directed to the section, and builds a network of specialists in the field the section covers.

The counsellor also develops policy and the methods by which it is carried out within their section, makes sure the section's work stays consistent with the policy set by the home ministry, supervises the staff who report to them, and runs the administrative systems the section depends on.

The role rests on knowledge of foreign affairs, the judgement to tell a significant development from a passing one, discretion, and the ability to write analysis that a decision-maker can act on. A diplomatic counsellor is appointed within a national diplomatic service, so the requirements for the post are set by each country's foreign ministry.
