About central bank governor

Monetary policy is the instrument the office is known for. The governor determines the monetary policy actions, of which the interest rate is the most visible, and the stated objective is price stability. The difficulty is that the instrument acts slowly and the information is incomplete: a decision taken today works through an economy over quarters, against conditions that will have changed by the time it arrives.

Reading the economy is the other side of the work. The governor monitors the state of the national economy, analyses economic trends, forecasts them, and works from economics and from a knowledge of the financial markets.

Supervision is the second mandate. The governor supervises and controls the banking sector, manages the dealing in securities, and draws up the financial plan. These two mandates can pull against each other: what stabilises prices can strain banks, and what protects banks can loosen policy, and balancing the two calls for careful judgement.
