About licensing officer
The work starts with the application. The licensing officer assesses what has been submitted, checks whether the applicant actually qualifies for the licence being sought, and carries out the enquiries needed to confirm it. Correspondence with applicants runs throughout: asking for missing documents, explaining what a decision rests on, and setting out what the applicant must do next. Where an application succeeds, the officer prepares the licence agreement, grants the concession and manages the licence fees, making sure they are paid on time. Import and export permits are handled the same way.
Once a licence is in force the job continues. A license officer assesses suspected breaches of licence agreements, judges how serious a breach is, and advises on the licensing procedure to be followed in response.
The licensing skills the role depends on are careful reading, consistency between one decision and the next, and the ability to explain a refusal clearly enough that it holds up when challenged. Knowledge of licensing law matters as much as administration, because the officer advises applicants and colleagues on it. Qualifications for the post are set by the employing authority and by the law of the country concerned, so what is asked of candidates differs between jurisdictions.
